DELAWARE - Governor John Carney gave a better idea to Delawareans what it would take consider reopening the First State in phases. The state says it is not at its peak yet and continues to keep an eye on the trends. But Governor Carney says he has the health and safety of everyone in mind while he thinks about reopening. Carney said, "The bottom line as I say all the time is we have to have a healthier community before we can make our economy healthy again." ' Governor John Carney says he is following the three phase process put out by the White House in cooperation with the CDC when it comes to reopening the economy. That process in phase one includes, practicing social distancing, small gatherings to continue and returning to work in phases. The second phase still continues practicing social distancing, gatherings can become slightly larger and non-essential travel can resume. The third phase says the vulnerable population can resume public interactions, unrestricted staffing for employers and large venues can open along with gyms and bars having less restrictions For Delaware, Carney says he will create his own guidelines for for reopening the First State in phases, with those considerations in mind. "We need 28 days of declining cases to get to that point and working together we think that we can get there," Carney said. When asked about whether the beaches would be open by Memorial Day, Carney didn't totally shoot down the idea. He said, "I would like nothing more than to be able to do that but it's really hard to see given the guidance that we have where that will be a reality." Few states including Florida and Texas have started loosening restrictions. Carney says Delaware is not at that point, and continues to think about the health of Delawareans. To begin reopening the guidance from the White House says symptoms, case numbers, hospitalizations and positive tests all need to see downward trends. As well as a more in depth testing program for at-risk workers and enhanced antibody testing. Governor Carney also says that even when restrictions loosen daily life might not be normal for a while. People might still need to wear face masks, social distance, and avoid large public gatherings because the virus will still be around.
