(MILFORD, Del.)- A 53-year-old Milford man was arrested and charged with home improvement fraud after police said he failed to render service after receiving a payment.
Milford Police said Howard Harding, 53, of Milford, signed a home construction contract that dates back to May 23, 2014.
According to the contract, he agreed to complete work on the victims' home within a few days after receiving a payment.
But as of December 14, Harding had not completed the construction on the home, police said.
He was arrested and released after posting $2,000 bail.
