?Operation L.I.E.? Nabs Fifteen People on Drugs Charges

(DOVER, Del.)- A multi-jurisdictional investigation into the illegal drug trafficking organization of two men and a female conducted by the Delaware State Police, the Delaware Department of Justice, the Drug Enforcement Administration-Dover Office (DEA), and the Dover Police Department, has concluded with the arrest or indictment of 18 individuals on 150 criminal charges.

This organization was responsible for the distribution of over 500 grams of heroin during the last two months of 2014 alone.

At the conclusion of the investigation it was determined that the organization intended on mixing a deadly combination of Fentanyl and heroin for distribution throughout Kent County Delaware.

It was at this time that the combined law enforcement agencies dismantled the drug network.

The 10 month investigation, dubbed "Operation L.I.E. (Loyalty Is Everything)", which began in March of 2014 and concluded on January 9, 2015, targeted the illegal drug trafficking organization headed by Jermaine D. Brinkley, 29 of Dover (pictured), Warner A. Henry, 28 of Smyrna (pictured), and Tyra A. Mills, 40 of Dover (female - pictured), all who have been charged with directing a significant heroin network in the Dover area. The operation involved the execution of search warrants at 15 different residential locations throughout Kent County, Wilmington, and Philadelphia, Pennsylvania and has resulted in the arrest or indictment of 18 individuals on numerous drug and weapons offenses.

On January 8th and January 9th of 2015, search warrants were executed by the tactical teams of the Delaware State Police, Dover Police Department, and the Wilmington Police Department, Smyrna Police Department, State of Delaware Division of Probation and Parole, and Pennsylvania State Police at 15 separate residences located in Dover and Wilmington, DE, and Philadelphia, Pennsylvania. The targeted locations were:

200 block of North Governors Boulevard, Dover, DE

200 block of South Governors Boulevard, Dover, DE

Unit block of Briar Lane, Briar Park, Dover, DE

200 block of Thornton Street, Lexington Glen, Dover, DE

300 block of West Third Street, Wyoming, DE

Unit block of Fieldstone Road, Kingscroft, Bear, DE

100 block of Buckson Court, Bear, DE

1200 block of Sycamore Street, Wilmington, DE

1700 block of Conrad Street, Wilmington, DE

800 block of Bennett Street, Wilmington, DE

6300 block of Tulip Street, Philadelphia, PA

4100 block of O Street, Philadelphia, PA

As a result of the execution of the search warrants the following items were seized (all weights are approximate):

39 grams of heroin

23 grams of suspected Fentanyl

5 handguns and ammunition

$79,000.00 in suspected drug proceeds

3 motor vehicles

As a result of the cooperative effort of approximately 50 investigative personnel from the various law enforcement agencies, as well as two prosecutors, led by Deputy Attorney General Lindsey Taylor, along with additional support personnel, Jermaine Brinkley was indicted in the Kent County Superior Court and charged with a total of 39 felony crimes including Racketeering and numerous drug offenses. Brinkley is currently incarcerated at the James T. Vaughn Correctional Institution for lack of $1,467,000.00 cash bail.

Tyra Mills and Warner Henry were also indicted in the Kent County Superior Court. They were both charged with a total of 9 felony crimes including Racketeering, drug, and weapons offenses. Henry is currently incarcerated at the James T. Vaughn Correctional Institution for lack of $509,050.00 cash bail. Tyra Mills is incarcerated at Delores J. Baylor Women's Correction Institution on $226,000.00 cash bail.

Manlio Galvez, 42 of Philadelphia, Pennsylvania

Arrest warrants have been obtained for the following individuals in connection with this investigation:

Monique L. Harris, 27 of Dover, Delaware (Charges- Drug Dealing, Aggravated Drug Possession, Conspiracy 2nd, Possession of Drug Paraphernalia, and Possession of Marijuana)

Lida M. Clark 55 of Dover, Delaware (Charges- Drug Dealing, Conspiracy 2nd, Possession of Drug Paraphernalia)

Lauriea D. Johnson, 29 of Rockhall, Maryland (Charges- Drug Dealing - two counts, Aggravated Drug Possession, Conspiracy 2nd - two counts, Possession of Drug Paraphernalia).
