A new open letter from the American Civil Liberties Union of Delaware argues the state is failing to meet its constitutional obligations to multi-language learners in public schools, citing years of underfunding, staffing shortages and lagging academic performance.
Delaware has established the Small Restaurant Regulatory Reform Task Force to identify and reduce unnecessary barriers imposed by health regulations on small restaurants.
