Delaware Gov. John Carney has signed a package of roadway safety legislation aimed at improving safety on the state's roads. The legislation includes measures to curb speeding and reckless driving, expand "move over" protections, require helmets for new motorcycle license holders, strengthen child safety seat requirements, and enable green lights on snow plows for increased visibility.
