SEAFORD, Del. — Delaware State Police have arrested a Georgetown man on multiple charges, including home improvement fraud and possession of drug paraphernalia.

Dave Moncavage, 58, was pulled over earlier this month when a trooper noticed material falling out of the back of his Ford F-150 truck. During the traffic stop on March 12, the trooper ran a computer check and discovered that Moncavage had multiple warrants, including one for home improvement fraud. Moncavage was arrested, and during a search of his truck, troopers claim they discovered drug paraphernalia.

Fraud Investigation Details

The investigation into home improvement fraud dates back to October 2024. Detectives from Troop 4 Financial Crimes Unit began investigating Moncavage, who operated under the business name Advanced Interiors. Detectives determined that Moncavage had signed contracts with two victims for construction work and accepted more than $24,000 in payments. However, he never completed the projects, which led to a warrant for his arrest.

Moncavage was taken to Troop 5, where he was charged with the following offenses:

  • Home Improvement Fraud by False Impression $1,500 or Greater (Felony)
  • Home Improvement Fraud for Receiving Money for Services Not Completed, Value $1,500 or Greater, and Victim is 62 Years or Older/Impaired/Disabled (Felony)
  • Possession of Drug Paraphernalia – 2 counts
  • Multiple traffic violations

Moncavage was arraigned by Justice of the Peace Court 2 and released on a $5,000 unsecured bond.
