OCEAN CITY, Md. — Eight people have been arrested and charged with violations of Maryland's sex offender registry requirements. The arrests were part of a multi-agency law enforcement operation led by the Worcester County Sheriff’s Office. 

From March 3 to March 14, 2025, the Worcester County Sheriff’s Office Sex Offender Registry Unit partnered with the U.S. Marshals Service – District of Maryland, the U.S. Marshals Capital Area Regional Fugitive Task Force, and the Ocean City Police Department to carry out a joint initiative.

Officers conducted 69 compliance checks on registered sex offenders throughout Worcester County. Through that process police obtained eight arrest warrants for people who had failed to register as required. Six of those warrants were served through physical arrests.

The following individuals were charged with violations of the state’s sex offender registry requirements:

  • Justin Bell, 35, Tier 3, Ocean City

  • Daniel Crismond, 60, Tier 3, Pocomoke

  • Donald Disharoon, 75, Tier 3, Berlin

  • Deborah Halter, 40, Tier 2, Girdletree

  • Cheryl Jarmon, 61, Tier 3, Ocean City

  • Ruben Martinez, 42, Tier 3, Berlin

  • Shawn Robins, 43, Tier 3, Snow Hill

  • Richard Steininger, 31, Tier 3, Snow Hill

Sheriff Matt Crisafulli thanked all participating agencies for their support, adding "The Worchester County Sheriff's Office is committed to public safety, and this operation's success demonstrates what can be accomplished when law enforcement agencies coordinate resources and work together toward a common goal."
