The Delaware Judiciary will start a search process to fill Kelemen’s prior position of Chief Information Officer as he replaces State Court Administrator Gayle Lafferty. 

DELAWARE - The Delaware Supreme Court announced that Kenneth J. Kelemen has been named the Acting Delaware State Court Administrator.

Kelemen has worked for the Delaware Judicial Branch since 2007, starting with the Family Court as that court’s first electronic court reporter. Then in 2010, Kelemen was named Director of Pro Se Services and Professional Development for Family Court, joining their administrative team.

"I look forward to continuing the important work of not only technical modernization but also improving the efficiency of all court operations to better serve the public and the interests of justice," said Kelemen.

Kelemen then joined the Judicial Information Center (JIC) in 2012 as the business solutions and training manager, followed by becoming Deputy Chief Information Officer in 2015 and the Chief Information Officer at JIC in 2018.

He has also won the Delaware State Bar Association’s 2021 Government Service Award after his work during the COVID Pandemic where he focused on restructuring the department to modernize and streamline its operations and led the court’s COVID Response Team.

In 2024, Kelemen launched the largest technology modernization plan in Judicial Branch history that will put all Delaware state courts on a single, unified electronic case management system.

"Ken has led our Judicial Information Center with distinction for eight years. Technology is a part of every decision the AOC makes," said Chief Justice Collins J. Seitz. "Jr. Ken’s leadership skills, technology prowess, and warmth make him well-suited to lead the Judicial Branch into an uncertain yet exciting future."
