REHOBOTH BEACH, Del. — The City of Rehoboth Beach has appointed Lisa Borin Ogden as its first in-house solicitor. Ogden will officially begin her new role on May 27, following the Board of Commissioners’ unanimous decision to authorize her employment during an April 17 meeting.

Ogden, a seasoned public servant and a member of the Delaware Bar, brings decades of legal and managerial experience to the position. She holds a juris doctor degree from Syracuse University College of Law and an undergraduate degree from Emory University.

From 2017 to 2025, Ogden served as deputy secretary of the Delaware Department of Natural Resources and Environmental Control. In that leadership role, she oversaw the work of more than 900 employees, managed a $250 million budget, and led major environmental projects. Among her accomplishments were supervising regulatory compliance and public outreach for Delaware’s first offshore wind project and overseeing permitting for the expansion of the Port of Wilmington.

Earlier in her career, Ogden served as a Delaware deputy attorney general and director of the state’s Victims’ Compensation Assistance Program. Her work modernizing that office helped streamline aid to people affected by violent crime.

In her new role, Ogden will provide legal counsel to the Board of Commissioners and city staff. She will oversee all legal matters for the city with the exception of cases handled by the Planning Commission and Board of Adjustment. Her annual starting salary will be $200,000.
