ANNAPOLIS, Md.– A bill that would establish a new grant program aimed at improving access to abortion care services in Maryland has passed both chambers of the General Assembly and is now headed to Governor Moore’s desk.
House Bill 930 would create the Public Health Abortion Grant Program under the Maryland Department of Health. Grants would be issued to improve access to clinical abortion services for individuals in the state, particularly those who are uninsured, underinsured or otherwise unable to use their insurance.
According to the bill, Governor Moore must allocate $2 million to the program through a budget amendment by Oct. 1. The bill also mandates future appropriations starting in fiscal year 2027. Further, the bill states that at least 90 percent of those funds must be awarded as grants.
The legislation also includes provisions to protect the confidentiality of individuals and organizations involved with the grant program, prohibiting the disclosure of names or identifying information.
If signed, the bill would take effect on July 1.
