The City of Rehoboth Beach adopts its first strategic plan for 2025, focusing on infrastructure, operations, public access, and amenities, with detailed strategies and key priorities outlined for development and improvement.

REHOBOTH BEACH, Del. - The City of Rehoboth Beach has adopted its first strategic plan, a five-year roadmap outlining key priorities and initiatives designed to guide the city’s development and operations through 2030.

Approved by the Board of Commissioners on May 16, the 2025 Strategic Plan identifies three primary focus areas: enhancing infrastructure, improving city operations, and expanding public access and amenities. The plan includes more than two dozen strategies, each accompanied by detailed action steps, implementation timelines, lead departments, and metrics to assess progress.

The plan was developed by consulting firm Emergent Method, following a community engagement process conducted last fall. Input was gathered through public surveys, listening sessions—both virtual and in-person—and individual interviews with key stakeholders.

The three strategic priorities identified are:

  • Building and maintaining foundational and forward-looking infrastructure

  • Fostering excellence and coordination in all city operations

  • Continually improving access and amenities throughout the city

Among the specific strategies outlined in the plan are:

  • Relocating overhead utilities underground when feasible

  • Developing policies to promote climate resilience and long-term sustainability

  • Incorporating streetscape projects into the city’s annual Capital Improvement Plan

  • Strengthening coordination with Sussex County, the State of Delaware, and nearby municipalities

  • Implementing a comprehensive emergency response plan

  • Promoting inclusivity through city policies and public programming

  • Encouraging businesses to adopt accessibility best practices

  • Exploring the creation of a Tourism Management Plan

  • Supporting efforts to foster a more business-friendly environment

To maintain transparency and track progress, city staff will present quarterly updates on strategic plan goals to the Board of Commissioners.
