The bond bill shows a grand total just over $977 million.

DELAWARE- Delaware lawmakers and Governor Matt Meyer have approved and signed off on a nearly $1 billion capital budget for fiscal year 2026.

The Senate unanimously passed Senate Bill 200 on Monday evening, sending the state’s capital improvement plan to the governor’s desk. The bill includes $977 million in funding for construction, maintenance and development projects across Delaware.

The Bond Bill, as it’s often called, covers a wide range of projects — from roads and schools to parks and public safety facilities.

According to lawmakers, highlights of the bill include:

  • $212.6 million for statewide transportation projects

  • $211.2 million for K-12 school construction and maintenance

  • $240.3 million for state buildings, including IT upgrades and repairs at correctional facilities

  • $90 million for Delaware’s colleges and universities

  • $77.3 million for economic development, including investments in Dover and Wilmington

  • $72.1 million for natural resource projects, like beach replenishment, park upgrades, and water quality improvements

An additional $60 million will go toward housing, libraries, and other local community needs. Another $20 million from transfer tax revenues is set aside for preserving farmland and open space.

Lawmakers say the goal is to address urgent infrastructure needs while preparing for future growth.

“Every Delawarean feels the impact of the capital budget,” said Rep. Debra Heffernan, one of the bill’s sponsors. “It helps with school safety, drainage issues, and economic development. These are projects that reflect what our residents want and need.”
