Christmas has officially arrived in Rehoboth Beach, and for the first time in two years, the city's holiday tree is standing tall without any setbacks.
Tharros, a "self governed" homeless encampment, will be in the hands of the Sussex County Council as Mike Agnew, site director for Code Purple at the Cape, files for a conditional land use permit to open the encampment again in Lewes. He originally planned to have it open by the time the shelters closed on Saturday, March 15.
