DELAWARE — The Delaware Senate has introduced Joint Resolution 6, directing the Division of Medicaid & Medical Assistance to explore new ways of expanding access to prenatal and postpartum care using federal Children’s Health Insurance Program funds. Rehoboth Beach Representative Claire Snyder-Hall (D -District 14) is a co-sponsor.

The Resolution instructs the Division to determine options for amending Delaware’s Medicaid State Plan in adopting the From-Conception-to-End-of-Pregnancy option under CHIP. This would allow the state to offer prenatal care for unborn children regardless of the immigration status of the parent, using existing federal funding mechanisms.

The resolution also calls for the development of a Health Services Initiative to support prenatal and postpartum care for people ineligible for free or low-cost coverage due to immigration status.

As part of the resolution, DMMA must provide a detailed report of its findings and recommendations to the General Assembly by Jan. 1, 2026.
