GEORGETOWN, Del. - The future placement of the memorials for fallen Patrolman Chad Spicer, fallen former Georgetown Police Chief Harvey Gregg as well as the World War I memorial will be discussed at Monday's Town Council meeting.
All three memorials previously sat on the Georgetown Circle. Multiple car accidents over time permanently damaged the memorials.
According to Georgetown's Town Manager, Gene Dvornick, the meeting will discuss the safest location for the memorials.
"On the East Market Street side, we had the World War One memorial. On the North Bedford Street side, the Chad Spicer memorial and on the West Market Street side, Chief Harvey Gregg," Dvornick explained.
Fallen Patrolman Chad Spicer was killed in the line of duty in 2009.
"That was a very tragic, tragic night. Very tragic and it was so horrible," said Ruth Ann Spicer, Chad Spicer's mother.
Fallen former Police Chief Harvey Gregg passed in 1998.
All three memorials were permanently damaged after car crashes in 2023 and 2024.
"The focus is where is the best place to put them with the best protection," said Dvornick.
There were concerns online that the memorials would be moved to the new Georgetown Police Department once it's built.
Ruth Ann Spicer doesn't want the memorials moved.
"I would love to have Chad and Chief Harvey Gregg's monuments being right here in the circle, but in a protected area, not where the traffic would be coming right on to the circle, coming out," Spicer explained.
Dvornick says a final decision on placement has not been made. He says no one has contacted him with questions about the placement of the memorials.
Dvornick told CoastTV the Town's circle advisory committee submitted a report in November with how to move forward.
"One of the recommendations in the circle advisory committee report was to get a group of the stakeholders related to all the monuments to make a final decision," said Dvornick.
CoastTV spoke with a Vietnam War veteran who says the Georgetown circle is a beautiful landmark in town and while he does feel the fallen soldiers and the fallen officers deserve to be honored, he wants everyone involved to be careful about turning the circle into a cemetery.
CoastTV was provided a copy of the Circle Advisory Committee Recommendations Report from November 2024. Page 7 of the report covers the Accident History since September 2023 and lists the dates of the damage to the memorials and the total cost of damage.
According to the Georgetown circle advisory committee's report from November, Spicer's memorial along with other damages from the crash totaled over $95,000. Spicer's memorial was hit on Monday, November 13, 2023.
The World War One memorial along with other damages from the crash totaled over $26,000. This memorial was hit on Friday, March 1, 2024.
Former Police Chief Harvey Gregg's memorial along with other damages from the crash totaled over $19,000. Gregg's memorial was hit on Saturday, July 13, 2024.

Dvornick says this means including the input of those who worked to bring the three memorials to the circle in the very beginning.
