The aftermath of a Sunday storm left the boardwalk empty Monday morning. Snow covered the sand, and birds huddled together for warmth. Bitter cold temperatures and intense winds followed the storm.

The purpose of the meeting is to get a conditional land use permit, Agnew says it's a new requirement under the Meyer Administration. He says he did not need it last year with the Carney Administration.
Tharros, a "self governed" homeless encampment, will be in the hands of the Sussex County Council as Mike Agnew, site director for Code Purple at the Cape, files for a conditional land use permit to open the encampment again in Lewes. He originally planned to have it open by the time the shelters closed on Saturday, March 15.
