BETHANY BEACH, Del. - Bethany Beach officials announced a special election will take place Saturday, May 24, to ask voters whether the town should borrow up to $3.98 million to build a new water clarifier.

According to town officials, the vote will be held from 10 a.m. to 4 p.m. at the Town Meeting Room, 214 Garfield Parkway.

In a public notice, Bethany Beach officials said the proposed loan would come from the Division of Public Health Office of Drinking Water State Revolving Fund at an interest rate not to exceed 3.0%.

Town officials said the election is being held under Section 12.2.4 of the Bethany Beach Municipal Charter, which allows the Town Council to call a special election to borrow money for municipal purposes when the amount exceeds one-third of the town’s reserves.

According to the town’s notice, any person age 18 or older may vote if they are registered under the town’s voter registration ordinances and meet one of the following requirements: being a freeholder in Bethany Beach for at least 90 days before the election, or being a full-time town resident for at least six months before the election.

Bethany Beach officials clarified that property owners listed on the town’s tax list are not required to register to vote.

Anyone who does not own property must register to vote at least 30 days before the election, according to town officials. Registration forms can be requested from Town Hall by phone, mail or email.

All voting will be done in person or by absentee ballot. Town officials said absentee ballots must be requested by submitting a written affidavit no later than noon on Friday, May 23.
