The spike is tied to rising crude oil costs linked to conflict in the Middle East, with oil topping $90 a barrel. Locally, averages are about $3.37 per gallon in Delaware, $3.49 in Maryland, and $3.30 in Virginia, putting added pressure on some nonprofit services.
