The Lewes City Council has drafted an ordinance for a pilot program that would allow full-time residents of the City of Lewes who have mobility limitations and have no access to off-street parking to have a reserved parking space for a car outside of their residence. "We're trying to make a difference for people who live here in Lewes that have mobility problems," Councilperson Joseph Elder said.
