REHOBOTH BEACH, Del. - Construction is still paused at the intersection of Holland Glade Road and Coastal Highway as a project aimed at improving traffic flow and pedestrian access remains unfinished nearly a year after construction began.
The new traffic signal at the intersection became active June 2026, but additional work is still needed before the full four-way intersection can open.
Construction began in September 2025. At the time, the Delaware Department of Transportation said the project was expected to take about two months and be completed before Thanksgiving. The timeline was later pushed back several times.
When the signal was activated in June 2026, DelDOT said the remaining intersection work was expected to be completed by the end of the summer.
The project will ultimately allow drivers on Holland Glade Road and the Tanger Outlets side of Coastal Highway to travel straight across Route 1. Route 1 drivers going South will also be able to turn left onto Holland Glade Road, while northbound drivers will be able to turn left toward the outlets.
Though DelDOT monitors the project's progress, the agency tells CoastTV News, the intersection improvements were required by the developer along with the approval of the Flats at Coastal Station condos.
According to DelDOT, the developer, Apennine Development, agreed to do and fund the improvements and hired a contractor.
“We haven’t determined what’s going on between the contractor and developer," said DelDOT Director of Community Relations, C.R. McLeod.
People who regularly walk and drive through the area say the ongoing construction has created some confusion.
One person walking in the area, Matthew Hyman, said the construction initially made it unclear whether the existing crosswalk was open.
“When I first came up here, when they were constructing it, I thought this crosswalk wasn't even available for use until I saw someone else do it,” the pedestrian said. “So it made me feel a little uneasy, I guess, at first.”
Hyman said the crossing has become easier to understand but remains inconvenient while construction continues.
Pedestrian and bicycle safety has also been a concern at the intersection.
On Aug. 25, Delaware State Police said a 22-year-old bicyclist was struck by a Jeep turning from Holland Glade Road onto northbound Coastal Highway. Police said the bicyclist was taken to an area hospital with injuries that were not considered life-threatening.
Stephanie Ann Keller who works near the intersection said drivers need to remain cautious while traveling through the area.
“People just need to slow down when they're coming here, especially at a crosswalk,” Keller said. “Just slow down, watch your speed and be patient.”
As August comes to an end, the full intersection remains under construction while drivers, cyclists and pedestrians wait for the remaining improvements to open.
