GEORGETOWN, Del. — Sussex County Council has officially closed the public record for all three filings connected to the proposed Northstar property development, a large-scale project that could reshape the area between Route 9 and Beaverdam Road near Lewes.

The council's vote to close the record marks a key procedural step for the project, which aims to construct 758 homes, 94 apartments, and nearly 100,000 square feet of commercial space. The developer, Northstar Property LLC, is seeking approval for two zoning changes and one conditional use request related to the project.

During Tuesday’s council session, it was confirmed that the Delaware Department of Transportation responded to questions regarding the proposal on April 8. Following DelDOT’s response, the public was given a two-week window to submit additional comments. That period has now ended, and no further input will be accepted as the record is officially closed.

The three items under consideration include two proposed zoning changes: one to reclassify part of the property as heavy commercial and another to designate land for medium-density residential use. The conditional use ordinance, tied to the second rezoning request, would permit the construction of 94 multi-family apartment units if the rezoning is approved.

Preliminary site plans for the Northstar development were approved in October 2024, and the project has since drawn attention from both local advocates and critics concerned about infrastructure, traffic, and environmental impacts.

With the record now closed, Sussex County Council is expected to vote on the project’s three ordinances in the coming weeks. A specific date for the vote has not yet been announced.
